Since each county has slightly different policies and procedures, please state what county your CCW question applies to.

Hmmm Wait why does each County have differences?  Aren't we the "State of Hawaii"?  Isn't the CCW valid Statewide....Oops are you saying one County is Better?  Interesting.  Learn something new everyday!  MAHALO! :shaka:

Why is this so and what exactly was the justification for each county to adopt procedures and policy that specifically applies only to them.

On the surface it sounds so retarded.  Do other counties on the mainland that are under the jurisdiction of their state do something similar?  My bet is no.

There's differences.  Honolulu requires fire safety course and has a defined shooting test.  Mauis test has to be equal or harder than the NRA CCW, Big Island instructor verification process is very simple, Big Island has a sensitive places law with some small differences, etc.

There are differences on the mainland.  Some counties allow open carry while others do not, sheriffs apply stricter standards for approval, NYC has harder requirements than the rest of the state, etc.

Differences are small, but stating the county ensures you get the best information.

NV was more challenging, but they adapted to the times and made things much easier.  Before:

1) CCW"s were only good per specific (serial number)  handgun AKA "blue cards", in 2008 or so, they said your CCW is valid for any handgun.
2) CCW's were only valid in the county you got it from.  Unlike HI, where the counties are separated by water, NV is harder to tell.  You have to notice the font on the street name signs are different and so are the colors. So it's easy to cross into another county and not realize it.
3) NV passed "preemption", which helped with #2 above.

Add that to the differences between states and it makes it as clear as mud.

IIRC San DIego has a lawsuit cause their wait times are about a year.  That's once you submit all you paper work.  I know a guy who lives there.  SD has approved instructors and not many. So you have to RSVP and the wait on that is like 8 months. He was lucky though, he got someones cancellation.  Think how HPD did RSVP during covid.

Then it cost way more to do the class and submit everything. I think he said he spent like $1K in total.
