It now looks like mid August. The shut down and the new rules caused problems
that the club will now have to deal with.

without government permission, that club can't run that range.  i'm saying the government might be creating unrealistic (nitpicking) demands on the club making it difficult for them to comply.

of course i could be completely wrong.  in my mind (opinion) the government would love if that whole facility were closed to the public.

The long shut down of the silhouette range has resulted in multiple issues:

1) targets and stands will have to be replaced.
2) all steel targets will have to be ar500. New targets are on order.
3) some of the ar500 targets on the range were stolen/missing
4) a homeless dude was living in the facility. He/they/them has been evicted.
5) the netting to deflect ejected shell casings will have to be replaced.
6) a new PA system is being installed.

silhouette range staff have gone thru NRA training.
the new rules will be posted at the range.
instead of repairing damaged steel targets, targets will be replaced with new targets ordered from the mainland.

The club is grateful that Frank, the new range master has a very well rounded back ground.
He is a very good guy to work with in spite of having a tough job. He has done an excellent job
in working with government officials. He deserves our support.

Working with government appointees can be beyond frustrating. Many are not experts but
we have to work with them. They are here today and gone with the next admin.

You are right on the money OF. I am sure that more parking for Hanauma Bay has the city drooling.
If the silhouette range is lost and gone forever like Clementine, there are some very bad alternatives.

1.  Restrict shooters on the silly range from collecting their (or others') brass to keep.  Have them place brass in cans or buckets for the range to sell.  Most ranges on the mainland are that way -- leave all spent brass after sweeping it up.  Helps keep range fees affordable.

2.  Set up a mini pro shop to sell range supplies like paper targets for the bullseye ranges, target stands, safety gear, etc.  There are lots of people posting how there are few gun shops they can buy things on their way to the range especially on weekends.  There are also people bringing first time shooters as guests who might need such basic supplies.  It provides a service and can be profitable.  Ammo would be a money maker, but i'm not sure about the details of being allowed to do that. As an option, let a LGS be the supplier and keep a portion of sales for the range expenses.  That would help the range by not requiring an initial investment to start it up.

3.  Rent target frames for a small fee + deposit.  If the stand is returned in usable condition, the deposit gets returned.  If not, the deposit pays for a replacement.
