Well, Well, Well, The Looters Are Officially Here

If you don't own a firearm here in these islands, 2,500 miles from anywhere, with teeny tiny police forces, and huge populations (now including REAL criminal types), ...

YOU ARE AN IDIOT

no worry brah...

.... thefts during emergency declarations carry heavier legal consequences.

“A normal break-in into someone’s residence during a non-emergency period would be a Class B felony which is punishable up to 10 years, but if you get caught breaking into somebody’s home during this emergency period and if you get caught, charged and punished it is up to 20 years,” he said. “So to go in and loot people when they’re vulnerable, that’s saying something about your character at that time.”

and get one beeg home surveillance system  I'm sure they can work off grid / no power situations. In the case of a tsunami makes sure you get a marine grade surveillance system

While law enforcement agencies statewide were working to evacuate residents and clear roads near the water, officials admit they can’t be everywhere within a disaster area.

“The police can provide visibility, but there’s a point when officers have to leave too — they cannot stay in a disaster area,” said Honolulu Police Department Assistant Chief Aaron Takasaki-Young. “It’s all hands on deck during recovery, and the main goal is getting people to safety.”

For residents hesitant to evacuate because of looting fears, Takasaki-Young recommends taking valuables, locking all doors and windows and investing in a home surveillance system.

This should not be a surprise to anyone.  Every state that's experienced a weather-related emergency situation has had to deal with looters.

A portion of Hawaii's residents at large are no better than the people who looted stores experiencing riots, homes in the wake of Katrina and other hurricanes, etc.

There's a provision in HRS 134 that says:
Quote
§134-7.2 Prohibition against seizure of firearms or ammunition during emergency
or disaster; suspension of permit or license. (a) Notwithstanding any provision of
chapter 127A or any other law to the contrary, no person or government entity shall
seize or confiscate, under any emergency or disaster relief powers or functions
conferred, or during any emergency period, as defined in section 127A-2, or during
any time of national emergency or crisis, as defined in section 134-34, any firearm
or ammunition from any individual who is lawfully permitted to carry or possess the
firearm or ammunition under part I of this chapter and who carries, possesses, or
uses the firearm or ammunition in a lawful manner and in accordance with the criminal
laws of this State.

(b) Notwithstanding any provision of chapter 127A or any other law to the contrary,
no person or government entity shall suspend, revoke, or limit, under any emergency
or disaster relief powers or functions conferred, any lawfully acquired and maintained
permit or license obtained under and in accordance with part I of this chapter.

(c) For purposes of this section, "government entity" means any unit of government
in this State, including the State and any county or combination of counties, department,
agency, institution, board, commission, district, council, bureau, office, governing
authority, or other instrumentality of state or county government, or corporation or other
establishment owned, operated, or managed by or on behalf of this State or any county.

That tells me you can keep your guns at home during a disaster.  You can also carry them to a shelter if you must evacuate as long as you follow the law for transporting them.

As for looters, I have to assume they are armed if they feel emboldened enough to enter strangers' homes and take their belongings. If one chooses not to avail themselves of the means to protect themselves, their family and their property (property that might mean the difference between surviving the disaster or not), we all have free will.  i look at it like a honey pot situation.  if there are enough easy targets to take from, they will not bother with me.

Hmm.  Civil Defense sirens sounding now ..... (11:45).

Yes, you can thank 2010 Hawaii Rifle Association and Sam Slom for that statute

Followed by §134-34  National emergency, when. . .
A national emergency or crisis shall be deemed to have arisen when the governor and the senior United States military commander headquartered in the State or, in the absence of the commander, a duly designated representative have, in the exercise of their discretion, so determined.
You mean you weren't carrying all during Covid National Emergency ?
