Israel funded Hamas in order to undermine the PLA authority and make a two state solution impossible.

Bibi has to do everything he can to destabilize the region, because once peace breaks out his career is finished.

PA = Palestinian Authority or Palestinian National Authority

The PA was the governing body in Gaza until HAMAS won an election in 2007.  This happened after HAMAS won the intense fighting between various factions.

That is the least charitable view, the more charitable explanation is that he thought he could buy peace. A mistake in hindsight of course.
