Easy way to practice for this is at Koko Head Silhouette range at 50 yards.  Start from the low or compressed ready, then come up on target and take a shot at the large steel plate.   A slow and even trigger press is key.  Start off taking about 2 seconds to press the trigger.  Then slowly speed your way up to a quarter second press when you can get the majority of hits on steel.  Once you can reliably hit the plate, then do multiple shots slowly and work your way faster till you're at 1 second per shot and can get most of your shots on steel.

This requires a different skill set, which includes proper body movement - the ability to strike / deflect blows - to create space to draw a weapon.

Active shooter situations, by comparison, are extremely rare.

That is what I meant by "more likely, in practice."

saw a video where the shooter was less than 2 car lengths away from a couple in a car and the man kept his camera up and was filming the shooter while the female was trying to get him to stay down...

Without the active armed resistance three individuals (yes three), there's pretty much no limit (except for ammo) to how many innocents he would have murdered.

At one point he was even running around firing into cars stuck at a traffic light, wounding some more.
