  So far what I’ve researched on Hawaii laws regarding thermal imaging. Is no hunting or having it attached to a weapon for hunting is illegal. But what about owning, and or using for target shooting at designated shooting ranges? Clipons for instance. Attached to a firearm and target shooting?

Yes, it is legal to own and use thermal optics for target shooting at an approved shooting range in Hawaii. While Hawaii heavily restricts or bans the use of thermal and night vision equipment for hunting, simple possession and non-hunting range use of thermal scopes or handheld thermal devices are not prohibited by state firearm laws.
