question is, which of the new gun bans would have stopped him?  banning guns isn't the solution, keeping guns away from crazy people is (well that and allowing us to defend ourselves from crazy people and criminals after they find guns and try to kill us with them)!  crazy people need to be delt with in a way which keeps the rest of us safe from their crazyness.

Shooting like this happen all the time, maybe not 4 people, usually less/  Its just that the media is reporting every single incident nowadays.
