Senate Bill 69 passed in the state House of Representatives earlier this month, and will be considered for concurrence and final passage by the state Senate tomorrow 4/11/13.

To whom it may concern,
As law abiding Patriots, and voting citizens, my family, friends and I urge you to vote no on SB69.  Hawaii is already one of the lowest gun crime states in the nation, and also one of the most restrictive when it comes to firearm rights.  Criminals do not care about laws, hence the fact that they are criminals.  All SB69 will do, is to further burden law abiding citizens of the state.  My family, friends and I will watch your votes carefully, and remember them come the next election. 

Please keep your oath of office, and protect the Constitution.

Thanks for your email. I was opposed to the SB 69, but now that the gun buy-back program and the police gun safety courses have been taken out, I now support it. My staff spoke with Dr. Max Cooper of the HRA who let us know they are also ok with this version of the bill as well.

I assure you I’m a supporter of Second Amendment rights.

So, how many "criminals" do you think are going to the POLICE STATION to register their guns using an OUT OF STATE ID?  If they obtain a Hawaii Resident ID, then the current background check for all residents will apply.

I'm not so sure your scenario is correct.  By definition, criminals don't obey laws.

But how does this law further restrict freedom beyond what restrictions there already are?

That's why HRA supports it, I think. its filling in a hole that doesn't really exist but also isn't really doing any further damage to what's left of the 2nd here.

Anytime the government places another restriction on our rights, in this case a fingerprint and background check, then they have created another obstacle to interfere with our exercising that right.

If you read the bill, it specifically uses this example to support it: 

individuals who might have been prohibited from acquiring a firearm in Hawaii can acquire a  firearm outside of this State, where a permit process or extensive background check may not be required, then possess and be considered registered firearm owners after registering with the county police department

So, if this is the standard, why do we allow visitors from Japan or other states to drive here?  How do we know their Driver's Ed and licensing requirements meet our standards?  Should all visitors renting cars be subjected to a 1 day delay so they can proceed to the DMV for both the written and driving exams?  Surely we can't trust people to drive in Hawaii if we didn't train and test their knowledge and skills!

If Hawaii wants to bring into question the hypothetical that someone MAY not have passed a background screening before owning a gun, then that reasoning is incorrect on its face.  It punishes the ones who do not fall into that category.

The correct course is to create a list of states, similar to reciprocity agreements between CCW states, which allows owners from states that DO require background checks to register guns in Hawaii with no additional restrictions. 

Making everybody go through a time-consuming process after they may have already done so creates a financial and scheduling burden on the individual unnecessarily.  Any visiting hunter bringing in firearms would need to schedule, at their expense, additional hotel and rental car day(s) to comply with this law.

Not to mention the State revenue (tax dollars) wasted on redundant background checks.

Why would a criminal go to another state, buy a firearm, and then bring it to Hawaii and register it?  They won't.  They will buy it, bring it, and not register it.  So why the new bill?

Any idea if SB69 applies to black powder guns?  Currently, they can be brought into state without registration at all.

It is a waste of time and resources bill.  I keep submitting testimony telling them the money would be better spent on improving the education system for the kids in Hawaii.  Maybe they will change it into a school funds bill.  lol

Our tax dollars at work.  Apparently the conference committee which was scheduled to meet at 10:30 am today to discuss disagreements btwn house and senate on SB69 decided to punt until tomorrow.  I couldn't go today, so maybe I can make it tomorrow, just to see how this all works....

Did anyone make it to the capital for the conference committee hearing this AM?  The only thing on the agenda for the 10:30 meeting was discussion on the differences between House and Senate on SB69 HD1.  I couldn't make it, and wondered what the differences actually were, and if/how they got resolved.  The committee report will not be generated for a while...but should give some details on what happened this morning...if they didn't postpone again.  I don't think they did, as that notice is generated either before, or during the scheduled time and makes it to the gov website pretty quickly.  Nothing there now about postponing again, so something happened this morning.....   Hopefully they didn't try a gut and replace or do the "Frankenstein" maneuver....
