That broad brush you use to paint so many groups of people post after post must get awfully heavy!
I was in the AF for 8 1/2 years, and worked as a DoD contractor for 18 more. I've worked with military, civilian gov't employees, and contractors. I've supported AF, Navy, Coast Guard, and Joint organizations, including LE (FBI, NCIS, etc.).
As with any organization, there are some slackers. But for the most part, I've never seen the types of people you describe. The RDO schedules for Navy is a unique situation. Those folks work 12 hour shifts 7 days a week when deployed. Shore duty is supposed to be lighter, so they can catch up with family, education, and unwind a little before returning to sea duty.
Maybe the places you worked had poor management and lacked leadership. That's usually where the problem starts. As for my experience, I am proud of the achievements of the units I supported, and many of them were the result of long, sometimes around the clock, efforts. I've worked countless nights, weekends, and holidays, all without compensation (salaried employee).
State government might be more in line with your description, as the employees are probably raised with the laid back, "hang loose" Hawaii attitude. I do see that at my current job. But the military is comprised of more than locals. The motivation and self-determination of each individual can't be smeared by your broad brush description.
Stereotyping is not just bad. It's also wrong.
Bro I am telling you, you need to see how C&C of Honolulu and State workers are. Try and get a building permit then tell me what you think.
The RDO schedules the Navy works is not unique. The FEAD works it, my friend who is not FEAD works it, others work it. They do not, I repeat do not, work 12 hour shifts 7 days a week because these people do not get deployed. Tell me why I am told someone needs 14 days to schedule a meeting to discuss issues on the critical path of a project. Tell me why workers who want to come onto my jobsite all of a sudden don't when I tell them they have to sign in (btw I used to commonly see Shipyard guys camping out on the end of the piers I was on.....two guys all the way at the end of the pier in a golf cart, just sitting in it for a couple of hours.........or my co-worker's son who tells his dad his supervisor telling him "I don't care if you finish early, don't come back to the shop before ______)?
The places I worked have poor leadership..........you betcha, but in my experience that is common in the County, State and Fed, or at least in those places where there is little accountability. My statements are based on my personal experiences and those of my co-workers & friends. Heck my good friend told me how his mom's department in PWC used to promote the screw ups because they couldn't fire them.
Now the good...........I once had a visit from a Chief. He asks me if he can have some of our 14" timber. I said sure, how much and just come down and grab it. Well the lengths were longer than what he needed so I tell him I'll lend him a saw. He says no he's got a couple of f-ups he's going to send by. Yup had his boys cutting that timber with a handsaw for a couple of hours. After that he said let them have the chainsaw. Also had a really good experience with some diving salvage guys, their Chief was on it.
The summary...........I will say it again, IMHO it isn't about political affiliation it's about accountability in your work and that is not what government is about (maybe you, but you are a tiny tiny portion of the workforce when you fold in the people working for the Fed/State/County). I will also say that if you dislike steretyping then perhaps you ought to figure at least one person in the entire Obama Admin must be doing something OK? Otherwise characterizing the entire admin is not just bad, it's wrong.
