It straps around the front of the upper receiver. Handgrips or rail/float tube.  It has velcro and the backing is stiff so it doesnt wobble.

I will try to take some pictures with it mounted tommorrow.

It doesn't necessarily get in the way if mounted properly, but mounted improperly and the brass can be prevented from ejected properly or can bounce back into the receiver.  Some like deflectors better because of that.
