Title: Why so few appointments
Post by: Madosi on September 27, 2020, 09:37:17 PM
Personally I prefer the old way but if we have to deal with appointments why are the other stations not doing appointments.

I don’t see a reason why they don’t in the first place. It would increase access and we wouldn’t have a 3+ month wait

They don't, because it would increase access, and we wouldn't have a 3+ month wait.

The Mayor is spending over $600K per year for 5 new Public Relations positions during his lockdown.  That money could have funded additional permit/registration locations.

At some point, we have to assume the results are intentional.

I'd quibble that it's not an "assumption" but rather, after looking at all the data and evidence, a "logical conclusion".

True.  We know they consistently make comments about their goals to further restrict gun rights in the state.  They spend more money fighting Constitutional challenges to the state's laws and practices than it would take to provide additional permit/registration locations.

Priorities.

Not sure how true this is, but my FFL told me he spoke to someone at the station, and they plan on keeping this system even after the covid restrictions get lifted.

No! Really?! Well knock me over with a feather.

Fascists aren't known for relinquishing any tyrannical diktats they put in place... no matter the "reason" given and changing circumstances that would render the original argument/justification moot. It's a snowball rolling downhill.

Hawaii politics to not believe in the 2A
police chief is merely a political puppet.  chief is not just law enforcement, HPD have their hands in the political arena as well
you ever notice when police are interviewed for some kind of violence in the home, or home invasion, or breaking and entering, or any crime inside the home, that they NEVER advise the average citizen to protect themselves with a firearm.  they always say call 911 or get a big dog
that detective Kim or whatever his rank is, that guy that is always on TV or OC16, he recently advised to get a dog.  not one mention of using the 2A
a gun in the hand is better than a cop on the phone

I was told the same thing by a cop working the permit section when I went down. He said they want to keep appointments and maybe allow some walk ins.

My thing with appointments is if you’re gonna keep it add a lot more slots and make it available at the other stations

There is already a settled lawsuit that would prevent that, we'll have to see.

From personal experience I don’t understand the appointment system.  When I had my permit to acquire appointment I arrived 10mins early, waited outside, and when it was time 5 other people also came in (also breaking their 2 person max)  Ended up being there for 40min.  Registration appointment was the complete opposite.  Completely empty but still took roughly 30mins for 2 firearms.

It would be nice if we could do it at any station, especially day or not but it seems that the process is a little more complicated than just showing the gun and leaving. I could understand a centralized background check office but I think the registration itself should be possible to do at any station.

There is no reason going there should take more than 2 to 3 minutes.   They get your paperwork and check it to see if it's filled correctly.   Clerks could do it.  Then they have 2 weeks to conduct whatever checks.

Registration should be just as quick.

Only purpose for this whole fiasco is to discourage people from exercising their RIGHTS.  Point blank period.

They are using covid as a form of bureaucratic gun control.  And people are falling for it.  The longer we let them get away with it, the more they will be comfortable doing it.

Agreed.  The City is just asking to get sued again.

They already do, NICS.

Did funding get reduced? If not, what reason would justify the change in procedure? It shouldn’t be to make things more efficient and serve more citizens.

True but HPD will just keep doing what it wants and pretend they are working to “implement” the verdict and drag it out as long as possible...

gun registration is lower, so the current system is working to keep guns off the streets   :grrr:

Your polices have taken the mantra "Never let a crisis go to waste" to heart, using it to control the peasants' ability to arm themselves.

I think it's kind of crazy that a person could be sitting around with an "unregistered firearm" and no actual way to register it.

I don't see how the lawsuit can fail. How can legal firearm ownership be based upon a 90-day waiting list queue to register and no other disqualifier? I can see the state arguing that people should not buy guns if they don't have an appointment and that you can register multiple firearms with an appointment if you get one, putting the burden on prospective gun owners. The problem I have is that gun stores are under no obligation to check to see if you have an appointment, only that you have a valid ID and permit to acquire. What if the state then adds on another step to ownership where you need to have an affidavit to show a gun store that you have an appointment before the gun can leave the store? Ugh...

Maybe it's all part of a grand plan to reduce the number of legal handguns in circulation since it's actually impossible to legally buy one for the next 90-days if you don't have an appointment. At least with rifles, you can buy 5 or whatever and register them all at the same time. With handguns, you're going to need 10 appointments to accomplish the same thing. I wanted to get a .38 snubby just for fun, but that's never going to happen at this rate since I don't want it bad enough to camp the appointment site for any available appointment. I guess it worked on me!

Majority (47) of states already have the local FFLs doing the background checks with the 4473. We are one of 3 states that require us to get a permit from the "state" first. And while I still hate waiting periods, I can't see why they just don't push BG checks out to the FFLs. But then I remember how stupid they are and how much they hate us.

I hate Giffords but it has a good summary. Most of their information is misleading for the uneducated. Take Nevada, they say that they don't require a Fed check, but that's not true. It's run through the State Police. Same check, different name.

SUMMARY OF STATE LAW
Twenty-two states and Washington DC have extended the background check requirement beyond federal law to at least some private sales.

Thirteen states (California, Colorado, Connecticut, Delaware, Nevada , New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Virginia, and Washington) and the District of Columbia require universal background checks at the point of sale for all sales and transfers of all classes of firearms, whether they are purchased from a licensed dealer or an unlicensed seller.

Two more states, Maryland and Pennsylvania, require point of sale background checks for handguns but not for long guns, like rifles and shotguns.

Instead of a point of sale background check, three states (Hawaii, Illinois, and Massachusetts) require all firearm purchasers to obtain a permit, issued after a background check, in order to buy any firearm. New Jersey requires firearm purchasers to both obtain a permit to purchase a firearm and, if the purchase is from an unlicensed seller, conduct the transaction through a federally-licensed firearms dealer. Four more states (Iowa, Michigan, Nebraska, and North Carolina) have this permit and background check requirement for the purchase of handguns, but not long guns. Illinois also requires a point of sale background check whenever a firearm is sold at a gun show.

Ok, please correct me if I am wrong but this is how I see it as it currently stands:

I want to buy a handgun.  So I go to the gunstore and purchase one.  Then I make an appointment to apply for permit to acquire a firearm, in this case a handgun.  After applying I wait 14 days.  If accepted I go and pick up permit.  I then go back to the store and pick up the gun.  After purchase I have 5 working days to register the handgun.

Now the way I see it, this registration appointments are backed up 90 days.  Not my fault.  I go online and get the EARLIEST registration appointment possible.  When that date comes I take my handgun and go to register it.

Is there really a need to stress out and try to get a canceled registration appointment swapped just to abide by a stupid law that THEY cannot honor?

The way I see it, it's on THEM and they know it but just won't do anything about it, making us feel like we are the ones not complying with the rules.

As long as I made every effort to comply, if my appointment to register is beyond 5 days there is nothing I can do.  I just plan to make a copy of my appointment to show it was the earliest I could get.

Basically yes....but....

You go to gunstore and purchase handgun (and it's now yours legally, but have to leave it there). Now you go online and hope to get a permit to acquire date, which is right now never based on what we are all seeing. But lets say for arguments sake, you get one 90 days from now, which is December 23 You now have to wait until December for your P2A appointment, wait an additional 14 days (now it's Jan 2021) for the BG check, go back to HPD to get you P2A and now you can go back to the gunstore to pick up your handgun which has been waiting for 4 months. Now you make your appointment to register, because the law is after you have taken possession of the firearm you have to register it.

Oh damn.... I forgot that an appointment for permit to acquire also can be 3 months out.....yeah I can see the frustration and also the bullshit that they are messing with our 2a rights.

I'm a long gun guy.  So currently I just go once a year and re-new my application to acquire permit.  It's good for a year so whenever I see something I like I buy it then make an appointment to register.

Totally forgot it's different and a whole lot of humbug for handgun owners.

Thanks for correcting me. :shaka:
