Reloading / Primer seating

Using CCI #400 LARGE RIFLE PRIMERS in one fired Federal 6.5 Creedmoor brass.

Primer pockets are cleaned and uniformed.

When I seat primers, they are not flush and clearly rock when sitting them up.

What are your thoughts?
