Are you set on having someone do it for you? Getting a sight pusher is a hefty investment, but doing it yourself is a great learning experience. Not to mention if you or your friends need sights moved you can help them out.

So quick question for y'all lovely people. Why does HPD require you to register a receiver when you buy it from a gun store, and then again when you build it out?
