Just following up on my prior post regarding valid online hunter education training to be able to obtain a long gun Permit to Acquire with HPD's updated regs:
I completed the NRA's free online hunter ed training (https://nra.yourlearningportal.com/Course/HuntersEdActivityInfoPage), which is accepted by a couple dozen states' game & fish departments for hunter licensing (though Hawaii is not listed on their website). I had previously hunted in New Mexico and already had a customer ID number with them, so applied the NRA training to their state hunter ed program. I completed the online course in a couple days, and when I finished, was able to download a certificate from the NRA hunter ed training portal that gave the date the course was completed. I logged back in to the NM game & fish website and went to my account page, and they'd assigned me a NM hunter ed certificate number. They don't mail out anything, but I was able to download a printable pocket card with my name, NM customer ID, and NM hunter ed numbers.
I printed out the NRA training certificate (with date of completion) and NM hunter ed pocket card (with certificate number) and took these items down to HPD, along with my original Hawaii hunter ed certificate from 2007. I was successfully able to pick up my long gun PTA today with these documents.
Keep in mind that the NRA's online training does not technically qualify for a State of Hawaii hunting license. It did work for me, but your mileage may vary... the whims of the good folks working HPD's firearms division may vary like the weather, so caveat emptor. But for now, this presents a potential no-cost option to obtain required (updated) hunter's ed training every four years for the purposes of getting a long gun PTA.
