In Utah yesterday a car had run off a road and flipped upside down into a freezing cold river with 4 individuals inside. 1 adult male and 3 kids were rescued by good Samaritans. During the accident 2 of the kids were unconscious floating in the back seat while the other clingged in an air pocket in the footwells. At first the rescuing public were unable to get them out untill a former law inforcement officer pulled out his personal carry gun from his side, placed in underwater up against the side widow and fired. The shot broke the window glass out. Once the window was removed he used his carry knife to cut seat belts off and helped others remove all passengers from the car. All individuals were then rescue and given medical attention. His fast thinking and preparedness saved all the lives involved. The adult and Kids are doing just fine. I  thought it was a great story to bring up in this forum. I am sorry I don't have the make or model of the gun used but it may come out in later interviews. In an interview this morning the recscuer that used the gun says he never leaves his home without his gun, knife and small flashlight. His own father called him a good "boy scout" and is always prepared. Cool story for you all.

Thank you all for your informative comments. To answer some questions I shoot at Koko head target range and I don't think I am 95% in scoring area yet. I believe it's the 25 yard distance. I also don't speak tagalog. Sorry. I went on mppl and saw a 101 class. It sounds like a guide while you do your first competion rather than a class with information to get started. Anyone have more info of there 101 class? Would that be a good start for me?  I appreciate the 95% guide. I will be working hard to attain it. To make sure I understand 95% at what distance?
It also sounds like hawaii shooters are on there own in way, learning from you tube and reading. I guess just jump in a go! If there is any other advice on training and equipment needed i would love to hear it. Thanks to everyone that respond.
