Norma and Lapua brass are the absolute best.
Privi-Partisan is good quality for the money.
I am on the 5th loading of some Privi brass shot from my mosin at near full power loadings. Not sure how many more loads they will last for. I am going to try to anneal the case necks because they have become work hardened.

I am not too familiar with the AR platform, but perhaps there is some sort of funny business taking place in the throat area of your chamber. Specifically, the bullet could be engaging the rifling as it is seated in the chamber by the bolt, causing an interference fit between the rifling and the bullet. This would explain why the bullet remained lodged in your barrel upon extraction of the case, and would explain why the round that you thought had a bad primer extracted with an unseated bullet.
Now this doesn't explain the failure-to-fire problem, but that could be caused by excessive head-space. If there was excessive head-space and a particularly tight or shallow throat in your chamber these two factors together could cause this sort of behavior. As the bolt strips a round from the magazine and rams it home, the round's momentum may jam the bullet into the throat and then leave too much room between the bolt face and the primer, causing a light primer strike.
If you have any of the casings from the rounds that did fire, check them for bulging near the case head. This might not be as apparent with steel cases as it would brass though. Are there signs of engagement with the rifling or throat on the bullet?

I think I am going to weld one of these up and stamp a "1" on it just to see the look on their faces. They've probably seen 80% lowers before though, so it probably won't be as fun.

I think that the overly stiff firing pin springs that you find on a lot of Mosins are due to poor quality control during the refurbishing process. Seems to me they were either cutting springs too long, or drawing larger gauge wire than necessary when manufacturing springs. It is likely they just stuck whatever springs were laying around after the war in those refurbs to be honest, they were destined to be soaked in cosmoline and crated up anyway.

I noticed you said that the bolt can be difficult to open when there is no spent casing in the chamber to extract. Do you find the safety is hard to engage? If the safety is very difficult to engage your firing pin spring is probably very stiff, which would explain why the bolt can be hard to open even with an empty chamber. If the bolt was only binding when you are extracting a spent casing it would likely be caused by residual cosmoline in the chamber.
