 The purpose of this measure is to prohibit:

     (1)  A person from selling ammunition to a person under the age of twenty-one; and

     (2)  A person under the age of twenty-one from owning, possessing, or controlling ammunition, with exceptions.

     Your Committee on Conference finds that setting a minimum age requirement to purchase, own, or possess ammunition that conforms to the existing minimum age requirement to purchase, own, or possess a firearm in the State will help to ensure the safety of residents and reduce incidents of gun violence in the State.  Accordingly, this measure will improve public safety and conform the State's laws regulating ammunition with the State's existing firearm laws.

     Your Committee on Conference has amended this measure by making it effective upon its approval.

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2845, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2845, S.D. 2, H.D. 1, C.D. 1.

Very disappointed at my elected official.  This is his response to my request to vote No on the proposed measures.

Thank you for informing me of your opposition to SB 2954, which was proposed by the Honolulu Police Department.  I seriously weighed your objections with the arguments advanced by the Police Department and other supporters of the bill.
 
After studying the bill, I decided to support it because I believe it advances public safety in our community.  Currently, the police department has no way of knowing if a firearm owner – once his initial background check is done - is later convicted of domestic violence or a felony crime in another state.  The FBI Rap Back program was instituted to enable police departments to learn whether a current firearm owner is convicted of a crime that disqualifies him from legally possessing firearms.  This program does not violate the federal Firearms Owner's Protection Act of 1986.
 
I hope this explains why, after much deliberation, I decided to support SB 2954.  I hope you will understand the reasons for my decision.
