Welcome to the Democratic (not) Peoples Socialist Republic of Hawaii, I wish you all the best my friend but you are approaching this from the wrong angle, forget about what Texas Law says, forget even what Federal law says, you are dealing with HPD and draconian Hawaii State gun laws, which if you look closely at Even our Long Gun Permit To Aquire process and it's wording is also a 'May Issue' process (before everyone piles on Yes I am talking Long Gun permit process-- read the process it says Police Chief May issue repeatedly not Shall) now we all know this has not been the Practice I.e. Once we all prove we are all good little boys and girls and jump through tHe hoops we get our Long Gun permits year in year out, but technically King Louie Kealoha ( calling him King facetiously because like serfs of old we need his permission via the permit process to exercise our rights) Could deny any and all Long Gun permits as the law is written and we all would have to sue in court to fight it and we all know how long that would take.
So our friend from Texas will be an interesting case and hopefully he gets his permit without any hassle but we all need to realize it could be one of us old timer applicants ( I have been jumping through the hoop 23 years now)in the same boat so just some food for thought.
Hopefully we win the other battle for the biggest Denial of our 2A rights in Hawaii that being the ongoing CCW issue and hopefully that gets resolved before we all old and grey.
