Hello everyone, my name is Andrew and I am both new to this forum and soon to be new to Hawaii.

I just had a couple questions before I move and I was hoping someone here could answer them, since the official legal websites don't have the info I need.

My primary question is, what are the registration requirements and steps for a home made firearm conforming to all state and federal law for legal possession? In this case, an AKM made from a parts kit, with fixed wood stock and full length rifle barrel. The rifle would be built in the state of Hawaii. (It is currently an AKMS under folder but I need to change out the receiver with a new one for the fixed stock, so I'd technically be making a new rifle, it would not be transported to the state with a receiver)

As a secondary question, I just want to know the general attitude towards firearms there, is it like Cali? I come from Alaska initially, and I'm living in Oregon now, so all these special laws and permits and restrictive Jim crow laws are making my head spin.

The laws in Hawaii aren't so bad.

Nothing class 3, no "assault pistols", no pistol magazines over 10 rounds and no CCW. But other than that you're good.

Okay, I can stamp a SN on it after I'm done no problem there.

And I really don't mean this to be a personal offense to anyone, just an observation, but where I come from your laws are considered very oppressive. Obviously not so bad I won't move there, but still very saddening knowing I need someones permission to give a gun to a friend, that's just wrong.

Thanks man, I appreciate the warm welcome. This seems like a really laid back community you got here and that can be rare these days.

I definitely want to do what I can to help, it really sucks that politicians take action and vote based on hysteria and ignorance of subjects. Hopefully we can set a positive example for states like CA and NY to follow, then law abiding residents of those states can be a little safer and less restricted.

(Not that it happens in a day. Although that would be cool)

*Black powder guns do not require registration.

*Yes, you can order black powder guns and they can be shipped directly to you. You do not need to go through a FFL.

Any receivers that are 100% completed or rifles must be registered with HPD within 5 days.
They must have a serial number engraved  on the receiver.

You can never sell or transfer any of these builds.

You can loan a rifle to someone for up to 2 weeks as
Long as they can legally own a firearm. No felons or DAVs
