selling rifle to someone on big island

can I just take the rifle to the Big Island,
give it to someone, and they register it on the big island?
is there anything special I need to do for this transaction?
like notify HPD that it will be going to BI ahead of time?

Write up a "bill of sale" that includes the recipients valid long gun permit number, personal information, and signature so it doesn't come back to bite you if they fail to register it with BI police department.
