My understanding is that a good powder/bullet combo will have Stdev in the teens or less as a measurement of consistency.

Just matters what you are going to use the ammunition for.  At 100 200 yards SD won't matter much, but at longer ranges ES/SD will show vertical dispersion, which may be greater than an acceptable hit on the target.

100 yards all that would matter is a small group size.
