When the state or federal government interject themselves into the lives of citizens, with the promise and objective to prevent bad things from happening, and they fail due to their own negligence and/or incompetence, I think the government deserves to be held accountable.
Keeping a family together is the #1 desired outcome, but it should NOT be the #1 policy. Safety of everyone in a family should be the goal. If that requires putting abused children in foster care or with another family member, then keeping the family together should take a back seat.
It happens too often. The government takes our taxes, creates an agency and promises they will make the public safer. That has the effect of reducing the perceived responsibility for the individual. Just like charity, if I pay taxes which the gov't gives to the poor, I don't feel it's my responsibility to duplicate that effort by giving more of my money to the poor.
