HPD says violent crimes take precedence over property crimes.
Data from the FBI shows out of about 30,000 property crimes in 2011 in Honolulu, only 6 percent were solved.
HPD says murders, robberies and sex crimes are looked at first because they pose a bigger danger to the public.
The store owners fear it will only get worse.
"When they give you those reasons, if there was violence involved then it would be taken care of. We don't want to have to go through that," Oaks said.

The bus stop citations won't help.
 It's not like a homeless person sleeping at a bus stop is going to mail in a check or show up in court.
Metal spikes on the bench spaced 24 inches apart will allow people to sit but not lie down.
It's like those pokey things to discourage birds from building nests.
Fat bodies are out of luck....sorry.

These are rather two unrelated issues. The bus stop law stems from homeless people setting up camp at the bus stops, making the area dirty and taking up all the seats for the bus riders.

I also think that of course property crime has a lower solve rate than violent crime. Violent crime usually has witnesses by its very nature. Property crime often does not have witnesses. Police are also going to expend more resources and money solving a violent crime then a misdemeanor property crime. It would be inaccurate to suggest that police just don't care about solving property crime just because the success rates are different. Kind of apples and oranges.

because YOU are expected to have
insurance.  Solving Violent crimes;
they do it when they can.  Rarely if ever
do they stop them, as it it not their job and
they cannot be everywhere.
They fill out reports and go home.

to clean up road accidents,  catch DUI,
and deal with Domestic abuse.
Allow Hawaiians to open carry and
our need for cops will go to almost zero.

Having zero law enforcement is an extreme example. 

By the 1850s, most old west towns had law officials (US and town marshals). Crime wasn't as big a deal as movies make it out to be. Many towns passed gun control, either requiring guns be checked in at the town jail, or left at home. The gunfight at the OK Corral was actually the result of a gang refusing to follow the town's gun control laws.  There is much backstory with the Cowboys trying to kill the lawmen interfering with their illegal activities and subsequent retaliations.

everybody needs to start putting up security cameras, to provide that electronic "witness".  not sure if that'll help since it's still low priority.

All i know is the guy who was caught sitting in my car by my nra instructor neighbor was set free. Prosecutor declined to try to prosecute.
