I believe Carroll was talking about the jones act. Also about Hawaii's GE tax. Which if you look into it is bogus. We pay multiple taxes for the same item. He also spoke about he stevedores and their hold on Hawaii, something along the lines of limiting their power.
My problem with Carroll is that he is totally fixated on the Jones Act (watch any interview/debate) believing it would solve everything from housing and living costs to homelessness and the traffic problems.
