There was a Missouri man in the news who made 3 "guns" out of metal pipe and some garbage parts.  He then used the money he was given by the tax payers to buy himself a REAL gun!   

One city settled with the family of a man for $3.5M after police said he had a gun when they killed him.  Turns out the S&W .38 was turned into the police during a gun "buy-back." 

It is still unclear how this particular Smith & Wesson .38 ended up on the streets and carried by a felon, but it may have cost that young man his life, a police officer his career, and the City of Cicero $3.5 million.  Of course, the simple answer is that a Cop held this gun back from disposal and planted it at the scene.

A few years back some guy made $5 Home Depot 'shotguns' and got $100 each for them at a buyback. IIRC he used to money to buy an AR.
