So the phrase "you are your own first responder" comes to mind.  Lesson to learn is everyone should have a plan for any type of natural disaster.  Even a tornado.

This reminds me of the firework storage on military property. The 911 caller stated "there's a fire, can't you hear it".  Dispatch replied "sir, I cannot hear one fire".  He got in trouble for this and was forced to take sensitivity training.   1 life was loss in this fire.  I know guys who served with him and the pic a lot of them posted to show his humor was them in Iraq and he was wearing only his Kevlar and flaq jacket while sitting butt ass naked on an artillery shell.
