Russians are mainly set up a local defensive/offensive Surface Navy, subs are another story..  So it is a real "stick in the eye" to the
USA to play war games so far away from their usual play grounds close to Russia and so near to Hawaii.
Russia Navy isn't really set up for "Force projection".

The fact that F22's had to be scrambled means there is way more to the story than "they were close".

Especially since most war games are planned in advance so a cover story could have been sold first weeks ago.
