Prison time would be a bigger deterrent than being sued and paying with taxpayer's money.

Quick example:  Woman applies for a CCW license, application in good order. She gets denied.  Subsequently she gets assaulted, raped, traumatized, whatever.  Sues.  Multimillion dollar settlement.  Rinse, repeat.

There is an immunty law for denying permits.
