IIRC "sworn" officers are really on duty 24/7 as they are always armed.
BI HPD cops doing traffic control for highway work are armed and that is a side job for them.
Some contractors like to hire cops so they can control irate drivers.
Here on the BI the state and county operate year round road repair schools
for idiots. Many people tire of the never ending BS.

There's a difference between the 24/7 "on duty" status and on-the clock duty status.  The 24/7 is more of a way to say, "If the chief needs you, and you're not scheduled to work, you still have to show." 

Was Deedy on the clock?  No.  Did qualified immunity stop the state from prosecuting him multiple times for the same alleged crime?  Nope.

if a Cop does something wrong o illegal while off the clock, they will have a harder time hiding behind qualified immunity for their actions.
