Any seamstrist can do it.  Same places that hem pants.  There's 1 next to the post office at Ala Moana Shopping center. And others that are generally around. Google/yelp maybe if you're not near Ala Moana.

Almost every military base has a "favorite" tailor/seamstress shop/laundry where they take their uniforms to be hemmed and have patches sewn.

A velcro strip would be the same as a name strip on a BDU shirt.

What area would be most convenient for you?  It might help narrow down the responses.  I doubt you're going to drive across Oahu for a simple job like this.

There is the camoflauge store in Wahiawa that made me a custom molle pouch once but that was about 8 years ago. Try give them a call and see if they still have a seamstress.

You could also do it by hand. It takes a while but isn't hard.
