What is this thing?

Not joking.
I saw these all over the park where I walk my Dawgs.
I think it's a cap for something but I have never seen it before.

I wish people would put those things in their pockets, along with their cigarette butts and drug paraphernalia.

I have no idea what those things are but evidently, they are the disposable type of thingies.  They remind me of Hawaiian petroglyphs. 

Curious to know what they are.  Hope someone that knows chimes in.
Sometimes you gotta know when to save your bullets.

There were many tsunami evacuees camping out on Tuesday night. Probably had a lot of kids running around too.
