2017 Hawaii CCW stats: 0 (zero) CCW Licenses Issued (Again)

Courtesy of Mr. Paul Perrone, Chief of Research and Statistics, Crime Prevention and Justice Assistance Division, Hawaii Department of the Attorney General, who graciously provides me with the raw county reports every year once the final December report is filed with his office. Otherwise we wouldn't know the results for months when the general report is published. I added up the totals for each county (applicants/denials) and here also report the "reason for denial" for all the CCW applicants (referred to as "citizen" on the official reporting form) by county.

2017 applicants/denials

Hawaii County     2/2
Honolulu County 7/7
Kauai County      1/1
Maui County        3/3

State Total          13/13

Reason(s) for denials:

Hawaii County: "Did not meet chief's discretion." "Did not meet chief's criteria for license to carry."
Honolulu County: "Does notmeet chief's criteria." "Does not meet chief's criteria for license to carry."
Kauai County: "Denied per chief." "No justification."
Maui County: "Does not meet criteria under 134-9."

Note: 181 "security" licenses to carry were issued to 181 applicants for those licenses.

Please consider contacting the chairs of the PSM and JDC committees urging them to hold hearings on Senator Gabbard's "shall issue" CCW bill, SB2067.

For the 2019 CCW Bill, add a preface (introductory paragraph and background info) stating that this bill is needed because there have been zero CCW licenses issued by the counties in the last X years and that it's a constitutional right.  That way the fact is combined with the bill and is reviewed by the committees.

Citizens have a right to carry, on their person, a firearm for self defense and defense of loved ones from criminals who would prey upon them. 

The federal legislature is working right now on a concealed carry reciprocity bill that will allow licenses to be honored in all states.  This will put the state of Hawaii behind, in that our citizens will not be properly and well trained or prepared, in use of this tool, for defending themselves and loved ones. 

Creating a proper and sensible system of training and licensing now will makes for a safer transition.

Were going to start planning CCW 2019 soon.  Well get a committee together to work on it early.

Why do the numbers keep changing.  I'm pretty sure the last CCW I saw that was issued from the AG website said 2009.  This one says 2013.

I went through each years AG report and pulled the numbers direct from them.

From the 2013 AG report:
Licenses to Carry Firearms
"Hawaii’s county police departments also process license applications for the open and/or concealed
carry of firearms in public. Statewide in 2013, 205 employees of private security firms were issued
carry licenses, and two were denied. Seven private citizens applied for a concealed carry license in the
City & County of Honolulu; all were denied by the chief of police. One private citizen applied in Kauai
County and was approved by the chief."

The stats haven't changed. The two in Maui in 2001 have no extant records, so they claim. The two Kauai issues were to a judge in 2006, and seemingly (couldn't get confirmation) to either an active duty military member or their spouse in 2013. Both those were issued outside the parameters of the law. The AG posts the reports annually, and the statistician provides me with the CCW stats as soon as he has them, usually during the first week in February. I've had it all written down for years, no change in years or number issued.
