Interesting turn of events here.

"An FAA statement issued Monday said that the waiver Aerial Banners North obtained "authorizes the company to conduct banner towing operations nationwide."
However, the statement said, "This certificate does not waive any state law or local ordinance. Should the proposed operations conflict with any state law or local ordinance, or require permission of local authorities or property owners, it is the operator's responsibility to resolve the matter.". "

Personally, I think if aerial advertising is allowed in this case, it won't be long before multirotor drones with hanging banners are hovering over Waikiki and Ala Moana beach advertising xxxplate-lunch wagon or ice cold refreshing kokonut kola...or something along those lines.

You just know some aggressive ad agency has already thought of this.
Remember the large aerial billboard in the dystopian cult classic movie "Blade Runner"? (approx 8 minutes into the movie)
