You have exceptional may issue, it's not even may issue, and it's a total prohibition issue. If the right does not exist, there is a ban; if there is a ban you don't have it. Therefore, we do not have concealed carry. Even if it said "Shall" issue in the law, you would not get a firearm, because you are not the exceptional case. Because 5% is a statistical threshold for uncommon, which we can easily translate to exceptional, that means for 95% of the population there is no right - regardless of "may" or "shall".
While 8 states me be selective issue, many of them have open carry and many of them do have CCW for famous people or politicians. These are things we do not have. The attitude of "well we have it, but can't use it" is why no one wants to help us. F-that -- We don't have it.. send help!
