According to an NRA press release (release below), Wisconsin will soon join the other 48 stats that have provisions on allowing concealed carry of firearms. Right after the governor signs the bill. I have tried to look at the text of the bill and just ended up getting confused. It is very long and relates to many statutes. The best I can tell, is that it allows for "shall issue" carry permits as opposed to Hawaii's "may issue" permits. If that is they case, Wisconsin just leap-frogged us. According to the NRA-ILA, the only state that doesn't allow any sort of public carry is now Illinois.

Both chambers of the Wisconsin state legislature have voted to approve one of the nation's strongest Right-to-Carry bills, by solid bipartisan margins. Senate Bill 93, which was strongly backed by NRA, now goes to Governor Scott Walker (R) for his expected signature.  When signed, it will leave Illinois as the only state that provides no way for citizens to carry concealed firearms for self-protection outside their homes or places of business.

"For more than a decade, NRA has fought for Right-to-Carry in Wisconsin. That perseverance and determination has paid off.  Now, Wisconsinites are one step closer to being able to defend themselves outside their homes," said NRA-ILA Executive Director Chris W. Cox.  "Thanks to the actions of a bipartisan majority of state legislators, honest people who choose to get a permit will be less vulnerable to criminal attacks outside their homes.  NRA is grateful for the unwavering leadership of Senators Pam Galloway, Rich Zipperer and Neal Kedzie, Assembly Majority Leader Scott Suder and Representative Jeffrey Mursau who fought for the passage of Right-to-Carry in Wisconsin."

Currently, there are 40 Right-to-Carry states:  37 have "shall issue" laws, requiring that carry permits be issued to applicants who meet uniform standards established by the state legislature.  Two have fairly-administered discretionary-issue carry permit systems.  Vermont respects the right to carry without a permit.  Alaska and Arizona have "shall issue" permit systems for permit reciprocity with other states, and have allowed concealed carrying without a permit since 2003 and July 2010, respectively.  Wyoming passed a permitless carry law earlier this year that goes into effect in July.  Of the 10 non-RTC states, eight have restrictively-administered discretionary-issue systems; Illinois and Wisconsin are currently the only states to have no permit system and generally prohibit carrying.  The Wisconsin legislature had twice passed Right-to-Carry bills only to have then-Governor Jim Doyle (D) veto them.  The efforts to override Gov. Doyle's vetoes failed by very narrow margins.

Every time you see this feel free to correct them.  On every board I visit, every facebook post I see with this -- I say something.  We and IL are the ONLY states where *NO* one gets a permit. We are the only state with a *ban*.  Sure, CA, NJ, MD, NY have problems getting permits, many of those places have open carry, tasers etc. We don't it's bull crap!

There's really nothing to correct. Sure Hawaii's "may issue" system is bullsh!t, but we are on the books as a State that has provisions for issuing permits (1 of the 8 that have "restrictively-administered discretionary-issue systems"). It's all in the wording and I have no doubt that the (Hawaii) lawmakers knew exactly what they were doing when choosing a "may issue" system rather than none at all.

I agree with Colt on this one. We have to look closely at the words and realize that we are a May Issue state. While we have provisions that allow concealed carry in our legislation, that same legislation dictates that it's up to the Ali'i to grant it. The other two states have NO provisions in their legislation at all regarding concealed carry (1 state now).

Yes it's underhanded and sucks. I mean, I don't think they even bothered to create a list of where you CAN or CANNOT CCW, since they knew they weren't going to grant any in the first place. Alcoholic establishments? Zones? One in the chamber, or completely unloaded? Retention laws? Does it all even matter since none will be issued?

On another note, Wisconsin may not have concealed carry, but they have open carry. IIRC.

You have exceptional may issue, it's not even may issue, and it's a total prohibition issue. If the right does not exist, there is a ban; if there is a ban you don't have it. Therefore, we do not have concealed carry. Even if it said "Shall" issue in the law, you would not get a firearm, because you are not the exceptional case. Because 5% is a statistical threshold for uncommon, which we can easily translate to exceptional, that means for 95% of the population there is no right - regardless of  "may" or "shall". 

While 8 states me be selective issue, many of them have open carry and many of them do have CCW for famous people or politicians. These are things we do not have. The attitude of "well we have it, but can't use it" is why no one wants to help us.  F-that -- We don't have it.. send help!

+1 on what Funtimes said. It's easy for me to forget that what we have is actually considered a de facto ban. I believe Gura used a similar argument in one of his cases also.
