They had that same problem in FL.  They created larger no-fishing areas around the shoreline to protect the fish from being over-fished.  Lo and behold, swimmers started running into sharks more often!

It's not that they were feeding  them blood or anything!  Well, they kind of were.  Sharks quickly discovered the new supply of FOOD -- i.e. fish!!
