Our government, both state and local, would never survive a full audit.  Just the BOE alone would be taken apart and dismantled if the level of missing and misspent funds was ever brought to light.

I bet the record keeping for the pistols is incomplete, and i's easier to lie, saying the guns were 100% destroyed, than try and explain how 20% or more of their inventory is unaccounted for.

THOSE are the guns that will "wind up on our streets!"  Whether stolen or simply not accounted for when an officer signs one out, accountability would be shown to have gaps.  In this land of strict gun laws, that would be really bad press for our elected and appointed officials.

And where is the local news media on this story?  I guess they wouldn't want to jeopardize their cushy relationship with Gov't Officials.  It seems strange that the night after this story was on the news, they ran one stating that the HPD didn't have enough funds to buy body cameras, cars etc...

up to $100k bids are located on their VSS system, anything over $100k is located above. Vendors - both local and nationwide are asked for budgetary quotes before the actual solicitation is posted, and are given heads up's as to approx. bid release dates.
The reason for the large disparity is that Sig took the old firearms as a "trade" credit - or the state wrote in the spec's that the new vendor MUST allow for trade credit. State bid results are a bit harder to look up.
Honolulu county rarely if ever requires trade in consideration in their bid specifications - I don't know if it is their policy or if the department asks for it - but it doesn't make it into the final published spec.
You will see that a lot in Maui county specs...we are purchasing (5) new widgets, you must take these (5) old widgets and you will offer $X.XX as a trade credit, etc...

I never supported him.  Caldwell is a douche and a moron.  Some have already gotten on me several years ago about my opinion of him.  I will say this............in all the ensuing years I still have the same opinion of him.
