Good evening everyone. I am considering getting a complete lower in a trade from someone. The lower is registered in Hawaii. Does the person I am getting it from have to be there in order for me to get it registered? How is the whole registration conducted at HPD? Mahalo in advance for your reply!

- If you don't have your long gun permit, then apply for that first. It requires a 2-week wait. When ready for pickup, take the receiver with you and register with your new permit all in one trip.
- If you already have a valid permit, take both the permit and the receiver with you.
- If you can get the current registration form, take that with you. If you can at least get the control number, have that ready. It speeds up registration if HPD can find the current form. Have the seller's name and address.
- The seller will have to notify HPD in 48 hours of the sale. Sellers also don't like to hand over firearms (receivers) without seeing a valid permit. Meeting the seller at HPD let's you take care of the permit pickup, exchange, transfer, registration and notification all at once.
If you applied for a permit, plan to meet on the pickup date. If you already have the permit, just set a date and time to meet there.
Either go together or separately -- your choice. Together has worked best for me.
