I had the same thought when I saw that on the news. Maybe KHSC sponsored by HRA or 2AHawaii?

Basically the city is trying to raise whatever cash it can, probably because of rail.  I would help with donations if HRA wanted to sponsor or co-sponsor.
That said, since the city is in deep doodoo for cash, they need to throw off the yoke of groups like the Outdoor Circle and allow advertisers to put up billboards or similar on roads or allow companies to place them on their buildings for a fee.   I believe advertisers would pay big kine kala.   They are in trouble and need to look at all alternatives before raising taxes or service fees.

So, is this a cash-only proposition, or can groups volunteer to perform any of the improvements and upkeep? 

If this is just tax payers voluntarily paying even more taxes for the same over-priced, substandard work by the city's workers and contractors, I'm reluctant to pay more than they already take from my family.

Maybe some of the money could go to allow the range to operate more hours at the beginning of the week?  Would that interfere with LE or other groups?

The smart thing to do is get all the clubs, HRA, 2aHawaii, private shooters together to form a unified group to "buy" kokohead.   Maybe better rules, shooting improved bays, and longer range can be re-incorporated onto the facility?  Zippz's master plan coming to fruition? 

My petition to improve KHSC is pretty much dead.  I haven't received any support from the firearms community or the HRA.  I'd need a team of active volunteers to make it successful, but there's just no will to do it unless the range were to be shutdown.

To keep the range maintained, we'd have to limit or reduce funding from the city and raise funds through user fees, donations, commercial use and sponsorship, and volunteers.  Have the range managed by a non-profit organization like Hanauma Bay.  Probably looking at raising $200,000 a year in addition to what the city already funds to keep it maintained.  Then in addition to that I'm guessing something like $15 million or more for improvements.  Since it costs so much, the est way to get it started would be to get some old rich guys to put it in their will to donate their fortune to the range.
