Hawaii could become the first state to offer its citizens universal basic income
after bill passes through both houses of state legislature

A bill was recently passed through both the houses and state legislature in a unanimous vote that declares that all Hawaiians
'deserve basic financial security' and prompts state agencies to look over 'universal basic income' along with other policy. 

'As innovation and automation and inequality disrupt our economy, we want to make sure that everybody benefits and nobody is
left behind,' said state Representative Chris Lee of Kaliua to Mother Jones.

'It's past time that we had a serious talk about not just tweaking our economic policies but having a new discussion from the ground
up about what our values and priorities are.'

While Alaska has provided state residents a stipend funded by oil revenue since 1976, Hawaii is the first to consider the income to
cover living expenses.

Hawaii's cost of living - the highest in the country - motivated the passing of the resolution in May along with the states reliance on
low-paid service industry jobs.

According to Lee, Hawaii has a very limited manufacturing and tech sector which puts the service-focused economy at risk.

The text of the measure mentions the impact of technological advancements which have helped kill jobs in the state.

'There has been a discussion for a long time about how do we build an economy where everybody can afford to live here and
survive,' Lee said.

Gee, I wonder if our legislators would pay for this out of their paychecks instead of giving themselves raises they should give it to who they think needs it. Problem solved. Maybe then they will think about using other people's money. Perhaps one legislator should forfeit their raise and adopt a family or person who they think is needy. That's leadership.

I could really use a stipend of $2000 a month.  That would go a long way to help me make ends meet and get that mini excavator I always wanted.

Well, that "article" in that UK tabloid, and the article it is based on in the (notorious?) "Mother Jones" don't QUITE get it right.

First of all, it's a "resolution", not a law. Secondly, all the resolution does, after listing a bunch of fantasy "whereas"s, and suggesting that Uganda serve as a model, is "request" convening a "working group" to consider the issues Chris Lee makes up lists. http://www.capitol.hawaii.gov/session2017/bills/HR51_.HTM

Thirdly, Fourthly, etc., It didn't even get hearing in committee, didn't get voted on in committee, didn't pass the committee, didn't get voted on by the House, didn't pass in the House, didn't go to the Senate, didn't get a hearing in a Senate committee, didn't pass out of a Senate committee, didn't get voted on by the Senate, didn't pass either house, didn't go to the governor, and he didn't sign it. And that was to "convene a working group"... not quite create Universal Basic Income (UBI).

Of course still "alive" for the 2018 session. Probably has as much chance of creating an actual UBI law as us having the "shall issue" CCW and handgun mag limit to 17 bills passed in 2018.

Alaska has had a form of universal basic income since 1976 except it's paid for by TAPS. I always thought that if Nevada started a PFD for Yucca Mountain, the state citizens would be more than willing to store nuclear waste in our back yard. I would be okay with a Hawaii UBI if the requirement was to be a paying state tax resident for at least 3 years first.

I "accidentally" heard the Hawaii NPR story on this tonight. They, apparently inadvertently, forgot to mention that the bill was not even granted a hearing in any committee. I don't remember them getting all excited (and they were excited about the idea of Universal Basic Income) about the "shall issue" CCW bill that didn't get a hearing. I wonder why the disparity in treatment? I can't believe that the government gives any taxpayer money to those clowns (NPR), if they still do.
