no they charge a $1.

US law is not racist. If anything it's maybe overly anti-racist and too hung up on discrimination for my tastes. But some people are still racist. And that's probably how it should be, people have the right to be a racist. Occasionally, racist judges or juries can interfere with correct application of the law, though.

Racism itself should not be a crime.

Racist behavior that leads to the prevention or deprivation of life, liberty, justice, or the pursuit of happiness should always be a crime.

There are and have been plenty of racist policies. Unless you believe that certain skin colors make people inherently criminal and deserving far worse punishment than other ethnic groups, then having prison demographics completely out of line with the larger society is a sure sign that racist policies are in place.

That and the fact that our prison populations are so far outside the norm for any industrialized society it's basically become yet another version of corporate socialism used to milk money out of the government. You could pay someone a living wage and encourage them to stay out of trouble, but if you lock up their body in a cell where they are given barely enough to survive then the prison makes $80k a year just keeping them alive, plus whatever free labor they provide. All that's required is treating a medical condition (drug addiction) like a crime and there will never be a shortage of warm bodies.

So you see it's not just state sponsored racism, but actual slavery that's still around.
