Question HPD patrol rifle

My question is directed to current and former HPD patrol officers.

So my friend’s older brother is about to graduate and become a police officer but I heard that you can’t modify the AR in any sort of way but you can for shotguns. I don’t know what the configuration is but I am assuming it’s a stock AR carbine with the carry handle rear sight.
Is it true that you can’t modify/add attachments to the patrol rifle but you can with the shotgun?

He’s graduating from the Hilo branch.

Hawaii Police Department?

Honolulu PD can change some features like sights and handguards, as long as the action isn't modified and it passes the armorer's inspection.

Hilo, island of Hawaii aka the Big Island. I was told you can’t change the stock configuration, not even mount a flashlight so I’ve heard for the patrol rifle
