I selected Ballard because 1. She is the subject of the new HRA/NRA
Livngston v Ballard lawsuit and 2. because she was the subject of the Police Commission Chair and Vice Chair "statement" about her not issuing ANY licenses as jeopardizing the whole state's extremely highly restrictive carry laws/policies.
But, you're right, none of the other Chiefs of the other departments issue any licenses either, so they are just as culpable and thus due mockery. I'll let the folks on Maui and Kauai mock their guys... here's our Big Island clown. (By the way, I should note that in the past during Chief Kubojiri's reign he would respond to my inquiries (including his famous acknowledgement that not only during his 25 years on the force, but even prior to that he never heard of ANY carry license ever being issued to an "ordinary citizen". That letter made it into the
Young record, much to the County's chagrin, who claimed in attempting to keep it out that he didn't know what he was talking about. Current chief Ferreira (below) does not reply to any of my inquiries, instead I get a response from the Office of County Counsel, who have likely instructed him to forward any and all even remotely legal questions to them...).
