I’ve been reading conflicting answers about this topic on other threads. I wanted to order a serialized Glock clone frame online and send it to a local FFL.

Do I take possession of the frame once it arrives at the FFL, complete the build then register it at HPD with my long gun permit? Or would I need to get the serial number from the FFL, apply for a handgun permit, wait the 2 weeks then pick the frame up from the FFL. Then register it at HPD once it’s complete?

I’m a noob, and I would greatly appreciate an answer. Thank you.

Unless I'm mistaken, the 80% receiver is being treated no differently than a fully milled receiver.  By definition, a receiver is a firearm.

So, you'll need to get a Permit to Acquire before you can pick it up from your FFL.  That means you have to apply for the PTA, wait the 2 weeks, get the permit from HPD, and take the permit to your FFL.

You'll then take the receiver, Permit and your ID back to  HPD to register.

If this is your first permit, you'll need to pay for the initial fingerprinting.

HPD may tell you to bring it back after completing the build so they can inspect it and update the registration description.  There's nothing in the statute mandating a post-build re-registration.  Your choice.

This backs up my answer.  The statute is a good place to browse when you have any gun law questions.  Even if it's not specifically addressed, the more you take time to sift through it, the more you'll assimilate what's there and how it's worded.

§134-1  Definitions.  As used in this chapter, unless the context indicates otherwise:

"Firearm" means any weapon, for which the operating force is an explosive, including but not limited to pistols, revolvers, rifles, shotguns, automatic firearms, noxious gas projectors, mortars, bombs, and cannon.

     "Firearm loaded with ammunition" and "loaded firearm" means a firearm with ammunition present within the firing chamber, revolving cylinder, or within a magazine which is inserted in a firearm.

     "Firearm receiver" means the part of a firearm that provides housing for the firearm's internal components, including a hammer, bolt, breechblock, action, or firing mechanism.  "Firearm receiver" includes any object or part that is not a firearm frame or receiver in finished form but that is designed or intended to be used for that purpose and may readily be made into a firearm frame or receiver through milling or other means.

Yo thank you so much for all your help these last couple of days. Really cleared out a lot of the haze suppressing understanding in my adhd monkey brain lol. I went ahead and ordered the frame for my first build and I’m super excited.
