It would probably have a very small effect, if any, on criminals, for sure. It will increase costs for ammunition for everyone, and waste huge amounts of tax payer dollars on enforcement and regulation. Just like every other regulatory and registration scheme drummed up by your legislators.

Effect on reducing crimes will be measured in the tenths of a percent. However, their goal of curbing your freedoms will be accomplished.
