Serializing and registering 80%

Lets say hypothetically obtain an 80%. I know the law says its illegal if it has no serial number.

Would I just slap a serial on it and just register it like any other firearm?
What specific things are needed in a serial number?

Is a permit to acquire required to register stuff? Mine is expired, and by the looks of it, I wont be renewing mine any time soon...

if you "brought it in from out of state" serialized and went to register it, then not PTA is required.

Why, 80% are legal in 44 other states and can be bought and built there without any government oversight. So say you went on a vegas vacation and bought and built one there, you are perfectly fine at doing so. You onl have to register it when you bring it to Hawaii or other communist state.

Or... if you have no intent to make a firearm, it is legal to have a firearm shaped paperweight. You mileage may vary on that one

I believe I saw a forum post about how the firearms department of HPD won't allow you to register any 80%'s and might confiscate.  FYI.  Not sure if that's true,  I would call HPD first before going in.

As long as it has a serial number and is registered like a stripped lower receiver/frame, there should be no problems.  The law is intended to stop the purchase/selling of unserialized 80% receivers.

Even though it's serialized, it's still not a "firearm" by ATF standards.  Therefore an FFL is not required to be involved in the transfer.

The first item included in the section on what constitutes a felony says:

1. A firearm receiver that is not imprinted with a serial number registered with a federally licensed manufacturer;

So, if you order it from the manufacturer with the serial number already stamped on it, and the manufacturer is federally licensed, there is no problem registering it in Hawaii.

You can use any serial you want -- numbers or letters.  If you presented an 80% to HPD in the past for registration, and you didn't bother to engrave a serial#, the firearms section worker would use an engraving pen and scratch your permit/registration form number on it for you.

As far as I know, unless you're a licensed firearm manufacturer, you don't have to put any other information on the receiver or frame if you're building it for personal use. However, if you ever want to be able to transfer/sell it one day, then ATF rules require a serial number, name of manufacturer, city & state, and caliber.

I believe they passed a bill on 9/15/2020 that makes 80% lowers illegal. When I inquired about it they asked if I bought it before 9/15. If so proof of purchase was required, if after they won't touch it, it is illegal.
What would happen if you try to register, I don't know, but one day I was registering , I was told I had to wait a little bit because the person in front of me had to surrender some if the firearms he brought to register. Again, I don't know why.

Wow that's crazy.... What if someone bought an 80% with cash, or at a gun show? How would a person prove?

What was the point of the 80% lower?  What I recall some years ago was the AR type were just as expensive as a commercial one, or more if you factor in the time to finish it..

I completely agree with this sentiment, but hypothetically for the sale of discussion.

The more I think about the stupidity of the laws here, how backwards and corrupt the state government is, how apathetic people are, frustrates me to no end.
