Short answer is "yes".  You can let someone else take your appointment.

Three ways to do it:

(1)  Both go to HPD and rebook the appointment in your friend's name.
(2)  Cancel online and immediately rebook the appointment in the friend's name.
(3)  Both go to HPD at the booked time. Tell the officer you're giving the appointment to your friend.

That's my understanding.  Most of us are doing (2).  There are posts covering the best ways to do this.  Easiest is to forward the HPD email you received to your friend.  They can then cancel and rebook it at their convenience.  The rebooking has to be super quick and at a time of day when people are less likely to see and snag it away from him.

Also have your friend look at the post about inputting his info into the system.  I tried looking and searching for the post but, no luck, so not able to post the link here.  Or at least have his info written out and ready to copy and paste, verse typing it in.

I also recommend doing your transfers after midnight and before 6am.

Also, I think if there are automated processes (BOTs) looking for appointments to hoard, they probably run every 5 or 10 minutes starting on the hour.  I'd recommend picking a time between those times, like 12 minutes after the hour, 17 minutes after, etc.  Try to avoid times that end in 5 or 0.
