Help with Retrieving Firearm

My Step Father passed last month and his AR is a HPD, the officers at the firearm registration said I need notarized letter as my mother is still alive and she wants me to pick up the firearm. Has anyone dealt with this situation before and have a template for the letter. Currently just reapplied for a permit today with the hope of picking it up later this month

Not that same situation, but I had to provide a letter from my sister that she didn’t want the firearms after my dad passed. Will didn’t specifically address firearms. HPD didn’t want to get in the middle of dispute of estate. I can try to find the letter, but basically just stated directions/desire for intended ownership.

It's been awhile, but I remember having to bring a death certificate and a letter from the estate stating they were giving me the firearm and HPD wanted it noterized.
