It's not supposed to be counted.  Period.  Unsigned mail in ballots is not supposed to be counted.

Why did CBS say IT MAY NOT BE COUNTED???????????  It should be IT WILL NOT BE COUNTED!!!!!

This is for the highly contested Fetterman/Oz contest.
