I went to the HPD site and there appears to be a pile of forms, on one instruction set it claims these forms have to be filled out in person at the HPD place. ....confused as hail

My honest opinion is to wait until permits actually start being issued.  Right now, moving goalposts make it difficult to score.  People who applied earlier had to reapply on a different form.
Then there is some bullshit about something has to be within 90 days. All tactics to make it as difficult as possible for people who studies have shown are more law abiding than the police. And you have to go through the application process every 12 months? And if this sensitive places bill passes you not going to be able to legally carry where you need to anyway.

So I going wait.  Too much of a circus right now.  Any lawsuits will get my financial support and every hearings, testimonies, and rallies will get my participation.

1 year and county is not part of the chiefs rules and u were ignored.

As of now, it does not seem like the regular "safety course" would qualify under the current requirements since I'm going to assume that none of those instructors are currently "certified" to administer the test. Additionally, in the the courses I took, there was only basic live-fire. Under the current rules, you must live-fire with the exact gun you want for the CCW, including draw-from-holster, and you must be timed and scored.

As others have said, it's best to wait.

If you really want a CCW permit, the most hassle-free way is to apply for an out-of-state/non-resident permit in another state.

I've been able to obtain permits in 4 other states -- a 5th if I decided to send in the application for AZ.  Yet, I've never had a CCW permit in my home state of Hawaii.

Those other states' permits won't allow you to legally carry here, but at least you're good for the majority of the country when traveling depending on which states' permits you have.

Take handgun course prior to purchasing your first handgun.

Take an NRA certified safety course.

Wait till a Honolulu CCW course is approved. Then take the course.

Apply for Honolulu CCW within 90 days of completion of CCW course.

Just out of curiosity did you the CCW qualification test done?  Did they tell you who is qualified to train?  I’m also waiting for clear guidelines before I apply.
