The money is budgeted to the Department of Homeland Security.

FEMA is one of about 26 agencies under the DHS.

DHS also includes Immigration and Customs Enforcement, Customs and Border Protection, and US Citizenship and Immigration Services -- 3 agencies that appear to have overlapping functions and have not been protecting our border at all under Biden.  There are other immigration agencies, but happen to appear on the chart next to FEMA.

When a department secretary goes to Congress for money, they list all their agencies and the funding needed for their missions individually, but the budget goes to the department.  If the Secretary of the Department decides it's needed, they can shift funds from one agency to another. 

Unless Congress stipulates otherwise, distribution of funds is at the department head's discretion.
